Thank you

Yesterday was a full day of greeting constituents at the polls,waiting with family, friends and supporters for the results and spending time in the wee hours taking down signs. Today, I want to again offer my heartfelt thanks to all Moncton Crescent residents for their support and especially my campaign team for their tremendous help.

I will continue to be the MLA for ALL Moncton Crescent Constituents and will work with the new government to complete the priorities of the riding. I want to thank my wife Rolene for her guidance, encouragement and for doing door-to-door with me. I also want to thank my son Jason for helping Amanda in the office and making calls.

Rolene and I completed our door to door on Mountain Road, Sat Sept 16. We want to thank all the Moncton Crescent constituents for their hospitality and all our workers and supporters for their self-sacrificing efforts during the campaign. Yesterday, we attended church and then drove to Saint John to see the Wildcats win another exiting game in overtime.

Today, Sept. 18, Rolene , Jason and I will be making calls and visiting the voting stations to greet residents. PLEASE VOTE!

Election 2006 Highlights

Thank you to everyone who greeted me at his or her door and gave me a very warm reception over the past four weeks of the campaign. Tomorrow is the big day and Team Lord feels confident about our chances at forming the next government.

Before you decide for whom to cast your ballot, here are some highlights from the campaign that constituents expressed to me were a priority for Moncton Crescent. I have also added some recent projects that I have been privileged to work on as your MLA since 1999.

Liberal plan will increase debt and taxes

FREDERICTON – Minister of Finance and Progressive Conservative candidate in Madawasksa-les-Lacs Jeannot Volpé is concerned about major discrepancies between the stated costs of the Liberal Charter for Change and Liberal media releases and campaign announcements.

“This year’s surplus would be gone on day one of a Liberal government,” said Volpé. “Shawn Graham would plunge our province back into the days of large deficits and significantly increased debt.”

Last Thursday Shawn Graham proclaimed that the annual cost of the Liberal platform was $249 million. However when the individually quoted costs, provided by the Liberals, are added up the total is almost $280 million per year or $1.2 billion over four years.

“Their plan could not possibly have been costed. If they can’t even add up their own announcements how can they manage the province’s finances,” said Volpé. “New Brunswickers have worked too hard to return to the deficits of the 1990s.”

Shawn Graham lists 270 promises in the Liberal platform, but has only provided costs for 29 of them. The Liberal proposals would make the government bigger and more expensive for taxpayers, and many still have no identified costs including:

• Creating a new Department of Seniors
• Creating a new Department of Economic Development
• Creating a Literacy Secretariat
• Creating a new Department of Housing
• Creating a new Housing Crown Corporation
• Creating a new Associate Deputy Minister of Health and sub-committee
• Creating a new Department of Fisheries
• Creating a new Department of Agriculture and Aquaculture

The Liberal Platform fails to mention an earlier promise of recruiting a new level of bureaucracy as reported at the beginning of August. Further details were to be supplied by Shawn Graham, including the name of his “high-profile recruiter” and he failed to do that.

The Liberals have had three years to work out the cost of one of the biggest planks in their platform – a massive government-run auto insurance system. However, when asked during Thursday’s televised debate how much it would cost, Shawn Graham was unable to provide an answer. Elizabeth Weir’s committee report indicates it would cost $82 million.

“This is not a responsible plan, it is reckless proposal,” said Volpé. “Shawn Graham would significantly increase the cost of servicing the debt which would have a negative impact on our provincial credit rating.

“Our government has balanced budgets, reduced the debt, increased spending to record levels in health and education and that is because we invest responsibly in the priorities of New Brunswickers.”

“Today we pay less money to the bankers, and have more money to pay more for doctors, nurses, teachers and senior care. That is the right way to manage New Brunswick’s finances.”

This morning, Rolene and I wish to take time to thank all residents of the approx 6000 homes we have visited since July 24. We will be visiting both Moncton markets to support the Moncton Wildcats today, and the Moncton Wesleyan Church to support the Moncton West Food Bank with Don Ayer. We will be completing our last house to house visitation today, by travelling Mountain Rd from the City Limits to Wheeler Blvd.

Total door-to-door weight reduction: 10lbs.

Sept 16 - 155lbs.

Shawn Graham has announced that a Liberal Government will pay $250 towards the cost of a home energy audit. They will also give home owners a grant of $2,000 for home energy conservation renovations.

What This Really Means for New Brunswickers

  1. The Cost of Home Energy audits will double for New Brunswickers
  2. His grant for renovation is really $1,750, as the payment for the Energy Audit is deducted
  3. Do-it-yourselfers need not apply, grants will only be supplied if the work is done by a “professional member of the New Brunswick Home Builder’s Association”
  4. Providing money up-front, as the Liberals have promised, is a recipe for another Liberal boondoggle – grants without accountability


The cost of a home energy audit for a house that is 2,000 square feet or smaller is $450. The New Brunswick Government currently pays $350 towards this cost. The home owner pays $100. The Graham scheme will double the cost of these audits to homeowners ($450 - $250 = $200, current cost is $100)

The average cost of home energy renovations is about $14,000. A $1,750 dollar grant will not go very far, especially if home owners can not do the work themselves.

The Graham scheme also provides their grant up front (i.e. before the work is done). On the surface, this may sound like a good idea. However, this is a recipe for fraud and unaccounted spending. After all, Graham is talking about
giving away $60 million a year under this program upfront, before there is any evidence that the work is done.

The Bernard Lord Plan

The Bernard Lord Government has taken the lead on home energy conservation. It created the Energy Efficiency and Conservation Agency (EECA) to deliver energy efficiency programs for citizens and businesses to reduce the demand for energy.

The cost of the home energy audit for most home owners is $100, the EECA pays the other $350.

The Lord Government programs provides an HST rebate of up to $1,500 or an interest free loan of up to $10,000, allowing home owners to do more sooner and encouraging meaningful renovations that produce true energy savings right away.

There will be three times as many home energy upgrades being done in New Brunswick this year as compared to last year

We have also introduced a $5.3 million program to help low-income New Brunswickers make their homes more energy efficient. We will retrofit about 1,000 low-income homes over the next year.

Il a mis en place l'Agence d'efficacité et de conservation énergétiques du Nouveau-Brunswick (AECE) afin de fournir des programmes d'efficacité énergétique aux citoyens, aux citoyennes et aux entreprises, et de réduire la demande énergétique.

Le coût d'une vérification énergétique pour la plupart des propriétaires est de 100 $, l'AECE paie la différence (350 $).

Les programmes du gouvernement Lord offrent un rabais de la TVH allant jusqu'à 1 500 $ ou un prêt sans intérêt jusqu'à 10 000 $ permettant ainsi aux propriétaires de faire plus, sans délai, et d'encourage des rénovations valables qui apportent des économies d'énergie réelles sur le champ.

Comparé à l'année dernière, il y aura trois fois plus d'améliorations en économie d'énergie à domicile cette année, au Nouveau-Brunswick.

Nous avons également mis en place un programme de 5,3 million de dollars pour les gens du Nouveau-Brunswick à faible revenu afin de rendre leur domicile plus efficace sur le plan énergétique. Nous allons moderniser environ 1 000 domiciles pour personnes à faible revenu au cours de la prochaine année.

Special thanks to Al and the people along Elmwood, for their hospitality yesterday. Thanks also to Don for working with me yesterday in Rosewood, sorry about the "dog' encounter. So many commented that it was their first visit of the campaign, and they were pleased to air their concerns.
I met a lot of students along Mountain Rd in the afternoon. Many were attending ABU and NBCC. They said they appreciated the visit and info about voting. The Premier's $10,000 tuition tax back credit was a hit as well as the help ($2.8M) which the Premier had given to ABU, and the $2.6M expansion to NBCC Moncton.

Today, I will be visiting the Charles Lutes area and other northern parts of the riding door-to-door. Constituents have been giving me lots of homework to follow-up on, as well as speaking in a positive way about what we have been doing right.

Sept 12

My rounds today started in Mapleton Place with honourary mayor, Harley Stackhouse. What a wonderful, supportive subdivision!
One of last night's hot topics on Rennick was the $500 per child tax credit (one man had 4 daughters in ringette and it cost $1400.00 for one to try out for the National Team).

A key topic was autism. One gentleman said how pleased he was with the government's autism program and how well his 4 year old has progressed. He agreed with Harold Doherty that the programs already put in place by the Dept of Education and the Autism Society of New Brunswick, which includes 80 TA's being trained, along with 9 methods and resource teachers, in the UNB-CEL Autism Intervention course, are ahead of the MacKay recommendations that Shawn Graham wants to put in place. I plan to continue my support for this UNB-CEL program, which has national recognition, and work toward its expansion.

This afternoon, we finished Mayfield, Forest Grove, Christopher, Sheraton Green, Woodstone, Misty Ct. Glendalea and Lavender. Tonight, Rolene and I completed Monte Carlo, Hilton and Allendale Ct. It is starting to get dark and cold earlier than ever. I had a great opportunity to respond to George about senior care: protection of house, cottage, woodlot, lower rates from $142 to $79/day in nursing homes and 100 additional prescription drugs.

September 11
A date we all remember as I think of my cousin Bill, an attorney for the State of New York, who lost his entire staff of 34 people when the second plane struck the World Trade Centre. They had watched in horror, from the 86th floor, as the first plane struck the first tower and by a whim, curiosity or Divine Providence, Bill went from the 86th floor to the ground, crossed the street and looked up to see the second plane strike at the 84th floor. We take time to remember those who lost so much in that tragedy.

This morning, I will be ringing doorbells at Greenhaven, Delray, Christopher, Candice and Lonsdale then Rolene will join me at the Moncton Rotary dinner, with Premier Lord as guest speaker. This afternoon, I will be on Rennick and Rolene will join me this evening in the Shannon area. I have been ringing every bell and knocking on every door so that meaningful discussion can take place on how to best represent your interests.

Who to Vote for?

I am asked by many undecided voters why they should vote for me and the PC party in the upcoming election on Monday, September 18th 2006. Here's a reply that I have sent to a constituent that wrote to me on Friday.

Hi ....,

Could I share some facts with you? In the 12 Liberal years prior to '99, the NB deficit doubled from $3.5M to $7M. NB Power debt doubled from $2B to $4B. McKenna's goal was to reach single digit unemployment - it was 12% when he went in and 12% when he left.

Since '99, we have had :
  1. 7 years of balanced budgets
  2. Unemployment at 9%
  3. Created a record 32,000 jobs
  4. $1B more per year put into health care
  5. Double the allocation per student
  6. $47M Moncton Hospital, $6M Trimble gym, $30M bridge
  7. Announcement of new North End School ($700,000. in this year's budget for architectural work), new French High and Middle Schools
  8. 0% increase in power rate and home heating with 8% HST rebate
  9. $10,000 Student Tuition Cash back credit
  10. Seniors can now keep their home and savings, when going into nursing homes
  11. Repatriation of NB'rs goal of 300 actual to date, over 800.
  12. Reduction of gas tax of 4 cents
  13. Changed school nutrition menu from fries to veggies ect.
  14. Provide each child up to $500. for sports/recreation registration
These are some of the reasons that I hope you will support me on the 18th. I have been going door to door in all of our neighborhoods, let me know if you didn't receive a brochure.

Saturday Blitzs

After doing Pinetree, Royal Oaks, Briardale, Highmeadow and the Salisbury Rd area, Rolene and John will visit the advance poll at Hillside Baptist.

An interesting comment was made yesterday morning by one of the Hildegard residents. We found very few people at home, so the response was "that's good because it shows people are working". Our unemployment rate has gone from 12% in the late 90's to 9% in 2006.

Comments today included satisfaction that seniors' savings are being protected, support for ABU, expansion of the Community College and the 2000 additional daycare spaces. Many commented on the favorable polls released today and the drop of 36% in insurance rates.

Rolene and I received a great reception last night in the Hemmer Jane and Bonavista areas. No dog bites but 2 close encounters!

After visiting folks on Rossmount, Evergreen and Wrysdale in the morning, a very beautiful warm afternoon was spent at Foxwood, Mailhot, Bellrose, Wilshire, Acton and Barrington. Later, Rolene and I joined City Councillor Norm Crossman and Cy LeBlanc for a BBQ at Kay Arena. I then went out to Lakeville to speak with residents to help resolve the water/expropriation issues.
Danny and I will be visiting his neighborhood today in the Hildegard area.

Yesterday, consisted of visits to Anahid, Armoyan Ct, Stoneham, Hampton, Arbor Green, Bridlewood, Driftwood, and Shannon. I'm pleased to add that while greeted by dozens of dogs and cats, not a single pet escaped into the streets as residents opened their doors. The Premier's announcement on additional daycare spaces was welcomed by many.

The afternoon included a radio interview and a change in clothes. The blazer was shed as well as 8lbs from the July 24th start of the John Betts weight loss program - " pounding the Pavement from Poll to Poll."

Door to door programming will resume today along with a brief stop at the Kay Arena for a BBQ at 5pm with Cy LeBlanc.

Child Care/L'accessibilité des garderies

Lord Government will launch new Child Care Spaces Expansion Grant program

OROMOCTO - A new Progressive Conservative government will make daycares even more accessible, Premier Bernard Lord announced at the Oromocto Day Care and Kindergarten today.

The government will work with licensed daycare centre operators to create more infant-care spaces, more childcare spaces throughout New Brunswick, including rural New Brunswick, and increase training for childcare workers.

A new Child Care Spaces Expansion Grant program will benefit an estimated 400 facilities throughout New Brunswick and support the creation of 2,000 new childcare spaces, including 1,000 new spaces for infants, new spaces in rural New Brunswick and new spaces for families who work non-traditional hours in shift work.

“Our Progressive Conservative government wants to continue to help hard-working families in New Brunswick get the quality care they need for their children and babies,” Lord said.

“In the last few years we’ve reversed the cuts made to daycare in the 1990s. We’ve made daycare more accessible, more affordable and of higher quality,” said Lord. “This new investment will make it even more accessible by investing in daycare spaces in all regions of the province, including rural New Brunswick.”

Lord says the Progressive Conservative team will also provide more opportunities for child-care workers to access training.

"By enhancing child-care, expanding training opportunities, and helping families in both rural and urban areas, we will improve the quality of life for New Brunswickers," Lord said.

The Child Care Spaces Expansion Grant program will have four main components:

• Incentives for the creation of 1,000 new infant-care spaces, offering $2,500 per infant space for operators of approved child-care facilities, including community day-care homes.

• Incentives to create new child-care spaces in rural New Brunswick. These special incentives will be offered to operators of approved child-care facilities in the order of $5,000 for each facility willing and able to expand by a minimum of five new spaces. $3,000 will also be offered to operators of community day-care homes that create a minimum of three new child-care spaces in rural New Brunswick.

• Increased care options for hard-working families who put in non-traditional hours. Grants of up to $7,500 per facility for operators of an approved childcare facility who are willing to create a minimum of eight new spaces. Similarly, for operators of community day-care homes who create a minimum of three new child-care spaces that support families who do shift work, grants of up to $5,000 will be made available.

• Funding of up to $3,000 per individual to existing training institutions for the provision of early childhood education opportunities to child-care educators who are permanent employees of licensed facilities operating in New Brunswick. These training opportunities will be built upon the existing infrastructure available throughout New Brunswick.

The estimated cost of these new programs will be $4 million over four years. Since 2001, the Progressive Conservative government has invested an additional $96 million in child-care initiatives that have improved child-care staff wages, enhanced affordability of child-care costs for working families by increasing daily subsidies to daycares and extending subsidies to families with net incomes of less than $40,000, and have offered enhanced training opportunities to child-care staff throughout New Brunswick.

Because of these major investments, there are now 3,000 more day care spaces than in 1999.

Lord a également indiqué que l’équipe progressiste-conservatrice offrira plus de possibilités de formation aux travailleurs et travailleuses de garderie.

« En améliorant les soins à la petite enfance, en augmentant les possibilités de formation et en aidant les familles des régions rurales et urbaines, nous améliorerons la qualité de vie des gens du Nouveau-Brunswick,» de dire Lord.

Le Programme de subventions pour augmenter le nombre de places en garderie comprendra quatre grands volets.

• Des mesures incitatives pour la création de 1 000 nouvelles places pour nourrissons, soit une offre de 2 500 dollars par place pour nourrisson qui est créée par les exploitants des garderies agréées de la province, y compris les garderies de jour communautaires.

• Des mesures incitatives pour la création de nouvelles places en garderie dans les régions rurales du Nouveau-Brunswick. Ces mesures incitatives se traduiront par une offre de subvention de 5 000 dollars aux exploitants de garderies agréées qui désirent et sont en mesure d’ajouter au moins cinq nouvelles places. Des subventions de 3 000 dollars, dans le cadre du même programme, seront aussi offertes aux exploitants de garderies de jour communautaires qui créent un minimum de trois nouvelles places en garderie dans les régions rurales du Nouveau-Brunswick.

• Des options de garde accrues pour les familles, qui travaillent fort et qui ont des heures variables. Une aide maximale de 7 500 dollars par établissement aux exploitants de garderies agréées qui désirent ajouter un minimum de huit nouvelles places. En plus, les exploitants de garderies de jour communautaires qui créent un minimum de trois nouvelles places de garde d’enfants et qui répondent à des besoins de familles qui travaillent des quarts de soir et de nuit, auront accès à des subventions maximales de 5 000 dollars.

• Un financement allant jusqu’à 3 000 dollars par travailleurs et travailleuses permanents qui travaillent pour une garderie agréée afin qu’ils puissent fréquenter des maisons de formation existantes offrant de la formation pour l’éducation de la petite enfance. Ces possibilités de formation seront complémentaires à ce que l’infrastructure actuelle offre déjà partout au Nouveau-Brunswick.

Le coût de ce nouveau programme est évalué à 4 millions de dollars sur quatre ans. Depuis 2001, le gouvernement progressiste-conservateur a investi une somme additionnelle de 96 millions de dollars dans des initiatives rattachées aux soins à la petite enfance. Cette somme a contribué à majorer le salaire des employés des garderies, a rendu les coûts des services de garde plus accessibles aux parents qui travaillent en augmentant les subventions quotidiennes et en élargissant les subventions aux familles ayant un revenu net inférieur à 40 000 dollars, et a offert de meilleures possibilités de formation au personnel des garderies partout dans la province.

Ces investissements majeurs ont aidé à ajouter plus de 3 000 places dans les garderies du Nouveau-Brunswick.
